Title: Painted Ivory and buffalo Chinese/Japanese face

Does anyone have any idea about whether this is Japanese or Chinese and what it is or it's value?  Also, how old it is.

It appears to be a carved ivory face with painted decoration and also with carved pieces of buffalo horn.  It looks like it was once stuck to something, maybe a picture or panel?

It measures around 5.5" by 4"

I'd have said Japanese but i could be wrong. Date will be around 1900-1920. Pity about the damage but in the UK it might be 80-120. More if we could determine it's purpose !
