Title: Puzzled about an object

Hi everyone
I came across this item and do not know what it is.
Can anyone tell me what it is and what its used for?
The writing on top is:

Hughes-Owens Mfg. made slide rules !!  You are talking about the object on the cardboard box ??

It's made of lead and it's about 10" long

It's a "Spline Weight", used by a marine draftsman.
