My brother posted this street side relic and has no idea what it is. I can't even begin to guess. Does anybody know?

Can you give more info please !!  Made of what,, anything movable,,how it appears to be used to you ??  Looks like some kind of cushion on the (seat) ??  Anything you can tell us may help !!

if the black part on the upper piece is padding....then It appears it is missing some parts/attachments.  If it is tall enough to sit on (Back against black part)....looks like a homemade or altered piece that would be used to sit on for physical therapy or exercising?!

Doesn't look homemade to me. Two thoughts:
 1. Makes me think of  something for special education or physical therapy
2.  Possibly a seat for an artist, potter, or weaver
