The solid figurine is on a marble base that measures 5 by 2 inches. The dog is 4.5" tall at the ears. What would be the approximate value?

I have no idea about that. After you mentioned Frankart (which I hadn't heard of before), I looked in Google Images and saw some there that looked like mine. Apparently there were a variety of base styles. I also have these that looked like other Frankart pieces:

I think that last one is from the 1920s. I have the vast iron ones popular by national sewing machine co. 1923 I think. Name is "twin Scotties listen" or similar. Will tell more when I get computer going.

I think this may be your Frankart scotty dog on marble. It is a Rubylane listing which sold so you have to scroll down the page in order to see it. Also, it seems that your dog is one of a pair of bookends.
