I've had this item aprox 20 years.It came out of a storage auction.I can't find any information on it.I think it's some type of drum but I'm not sure.Really strange looking,has a handle I guess to carry,has some type of holders all around it.Any information would be appreciated.

Looks like a type of Conga (tumbadora) drum that's missing the coverings on the ends!

Yep !! Another brownie point from me !! The handle is not for use while being played but I have seen some that use it at the end of a session to raise the conga above their heads indicating " thats all folks " !!
