Its obviously a "clamp" for a special purpose, ……. maybe an "extension" clamp for holding two round rods together. :-X :-X

Wouldn`t it need to be flexible for that ?? This thing is cast iron !!

I was thinking a clamp as well.
Not it wouldn't be flexible if you were wanting to hold something firmly!

Mart, it would have to be a "matched" set with the inside diameter of the clamp just slightly larger than the diameter of the rod, thus a slight twist of the screw would provide sufficient pressure to stabilize it.
Maybe a clamp for sliding up or down the length of a rod, …… with a light on it, a flag on it, a sale sign, ad sigh, ?????

Could it be some kind of a motorcycle footrest? I found a patent by Mario F Torazzi, dated 1914 for an improvement to motorcycle footboards, but sadly, no image is available:
