the second line on the tag is "Dubrovnik" - a very old city in Croatia which was once Yugoslavia and once Hungary-Croatia and perhaps otherwise known - European wars have changed borders - but it was a viable city in the 15th century -
The rest of the inscription is in English ie: "to -someone- and - someone" and that it says Virgin and child in English - so ----
a religious artifact purchased in Dubrovnik? A reproduction of a religious artifact - although perhaps an old repro - ? Not being a paint or wood expert I can suggest further research at a university art dept? I think these people can suggest age by paint type. It could be hundred year old paint on five hundred year old wood - or a genuine five hundred year old icon.
Interesting piece. Best wishes on your continued searches. KB

still thinking - what are the pics of the hole with fringe - or so they look on browser - is it a hanger of sorts? I do hope you pursue this - there were so many politcal changes in this part of the world - it could be an orthodox icon or a roman catholic icon - many political regimes which favor one or disfavors another - may have been a personal household icon -
