Title: MANUALLY HELD (I THINK) ANTIQUE PHONE DIALER

I inheirited an item I BELIEVE TO BE A ANTIQUE ROTARY PHONE DIALER. Searching the internet HAS BEEN FUTILE. I'M NOT SURE WHAT THIS ACCESSORY WOULD TRULY BE CALLED ???

DescriptionL 3-4 inches in length, the upper part is silverplate, looks like a court jester and the dialer is clear (I'm guessing a lucite type product).

Does anyone know of this type of item ?
