Title: Double headed eagle brass (?) box

Does anyone have any idea what this is? It looks like a cigarette box (its about 6 in wide by 4 inches long and about 2 inches deep) and has four little feet. It is quite heavy and looks like brass. The interior is nicely lined. The bottom has a silver tone metal (could be a heavy tin) and inscribed in it are the letters XMГ followed by the letters ABAS which look as those someone scratched them in later. I would appreciate ANY input. Thanks in advance.
