Title: Marked Anchorware Chromium Plated-What is this????

Hello:
 
We have a very unusual item that we are trying to identify. It is marked ANCHORWARE CHROMIUM PLATED it is n item that looks like a mini bear keg with a spout on of valve on it suspended by two dainty chains over an ornate tray.
 
Do you have any idea what it might be? We are thinking something to pour liquor out of but this is probably incorrect.
 
Any help you might extend, is greatly appreciated.

What size is it and was that a typo and you meant "beer" and not "bear"?  I was thinking maybe a syrup or honey dispenser.
