Title: Identify this item please

I have got an item which looks to be carvings made on ivory. The frame is a wooden one with silver works on it. At the bottom of the work, a date is written: 1621. Can anyone please identify it and tell me about the value?

it's japanese.the gentleman seated appears to useing and. abacus or counting board.I'am afraid I can't be of much help.
