Title: Can anyone identity this silver piece?

I have this piece that I know to be German because of the DRGM stamp, but I can not find the mark anywhere nor can I find any info on the piece or even what it is.  Has anyone ever seen anything like this?  It's about 4" long and about 1.5" high.
