Hi!  Can you please help me identify the makers of this silver and the pattern. Kings?  An English maker?  I believe it is TWCS all in circles and unidentifiable sign.

there caviar fork's. I don't have a listing for twcw.but I do have a plated spoon with the exact same pattern. ( sheffield Plate ) mfg by. Cheltenham & co. sheffield england.
