Title: Hand Painted Floral Pendant Surrounded By Gold

I would appreciate it if anyone can tell me who made this pendant and how much it is worth?  I received it back in 1980's.  It was purchased out of a flyer in the newspaper, but I don't anything about it.  I can't find any signature on it.  I've never worn it and would like to sell it.

Any marks at all on the backside?

There are not any markings at all on it.  This si why I would like to find out who made it.
