Title: Antique Auto Plate

Does anyone know if this was a city issued plate or was it in place of the state plates that came about the same time? Value?

Could very well be wrong...but think it has to do with insurance!  PLICA  Personal Liability Insurance Company of America?!?

The first license plates appeared around 1901 and they were personally made.  Not state made until 1903.

it was designed abit later than the model t. notice passenger - Auto 35 HP. 35 horse power or less.the model T was averageing 20 Horse power.

I would think a person in the Chicago area with an antique car would love to have that.
