Title: Asian piece

Please any opinions on this piece are welcome as I know NOTHING about Asian anything. (some about cloud collars  now thanks tales) it is approx. 3-4"tall. looks very old to me?? some of the paint is raised and it is in  kinda ruff shape in places.

Made in Japan would date it to post-1921. Earlier than that it would be Nippon.

Looks even later than 1921 to me and obviously made to sell in an English speaking country!
