Title: hall marks no idea what they are

Hi there.

can anybody tell me what these hall marks are.  found on a silver bowl attached to a base with a crown and capital A engraved on its side

Those are the marks of Elkington & Co.  That mark was used after 1900

This is silver plate not stirling silver. Go to this site to check out the marks.
