I can not find any info on this . Can anyone tell me any information on this machine .Its says St Louis .

Can't tell much from the image ... is this a brake shoe riveter ?

I guess this wasn't for making Nike's :)? There looks to be some writing on that plate on the bottom. I can't make that out in the picture. What does it say?
