I'm wondering if this is Chinese?  Just grasping here, I know I've seen this type of detail before.....one figure inside the other....just can't remember where I ran across it.

Something along the same line

Really not sure if your figure is Chinese, but I remembered they were known for this type of carving.

Others here are so much more knowledgeable...... .you'll likely get much more informed info as your post is noticed.  :)

Can you describe the stone, if it feels warm or cold to the touch? Is it grimy darkened in the corners of the carvings? Any signs of wear?

I don't think this one is a horse figure , since it has cloven hooves .

This item looks more like something from south o' the border to my eyes , perhaps as far south as S. America .

Just an opinion , though ....
