Sometimes it's like playing charades , when folks don't have images that can be deciphered .
Your item appears to have 4 legs , and a bell-shaped portion , made of metal ... that's about all that I can sorta figure out so far .
I'm curious about this one , yet am still hoping for larger images (more Kb/Mb) and possibly a quarter or something like a ruler included to give the image some scale ref (or a general description of it's size/composition) , jason .
You've got our attention .
For now , I'd call it a UAO (unidentified antique object) .

Maybe try taking another photo but get much closer to it. Like a foot or so away. If your camera has a close up mode that might help.

Indications are it's. Italian. if by chance that was and eagle ? perched on top we could assume. it was designed between 1943 & 1945.

Also could be a combo salt cellar/sweetmeat holder .
Unusual design .
Not too sure about the date , yet .

Agreed Salt pepper and the center one for holding Mustard. Would place this item late 19th century. Powdered Mustard was still used during this time. Not really worth much without the shakers or glass condiment containers, but it is wonderful looking design.
