picked this up in a charity shop just liked it dont no why
its so ugly lol

Almost looks like a play on words (a catfish, the head of a cat and the body of a fish). I've seen similar things in the Southern United States, perhaps that's where it's from. Either way, not an antique.

In my opinion it's simply a souvenir or a decorative item. I suppose it could be a door stop depending on the size, but that would be a very odd doorstop. Maybe you should put it in your yard and scare mailman :)

Looking at the front foot where the paint doesn't quite go all the way down to the toes, I'm thinking this might be glazed terracotta?

Yup, that's what I was thinking too, Tales. Again, common in the southern US and Mexico.
