Title: need help identifying antique oak baby walker

I picked this up from an estate sale not to long ago and just wanted to get a little info on it. There was an old price tag on it from Gem Suite Treasures located in Snohomish, WA and was priced at $239. I want to find out what century its from as well as about what price range it would be in today. If anyone has any answers that would be great! Thanks in advance.

That looks much less of a torture device than this earlier Georgian (1770's) version !!  ::)
