Chris,
Does it have any markings or numbers on it at all? Sometimes they are tiny and hidden, might need to break out the magnifying glass. ;)

What you have appears to be a silver plated cruet set.  Popular in the late 1800's to mid 1900's.

If made by a quality top name company there will be identifying marks on the underside of the stand.

Typically had salt pepper Oil and Vinegar holders.

I did find H and T Manufacturing on the sugar spoon and there is also some numbers on the botton of the piece itself but there really hard to see. Possibly 515
