Title: What is this?

As posted in my last topic of the candle holder, I found this in the same place. I just have no idea what it was used for. There is a patent number on one side of it. any help would be, well, helpful!

Have you tried sharpening scissors knives or razor blades with it yet? It looks like it would work great
