Title: Miniature Ceramic Owl Sitting in Brass Rocking Chair Reading Sunday Times

This appears to be a ceramic owl sitting in a brass rocking chair.  I believe this may date back to the 1960's or even earlier.  If brass the chair has a beautiful patina.  The newspaper headline reads "Indochina Refugee Conference Yields Generous Pledges".  Then in big letters it says World's Greatest Worker. It's 2 1/2 inches tall.  I'm wondering if anyone has any idea how old this might be and possibly a value for a collector. How do I know for sure this rocking chair is made from brass and not just metal?  Thank you

I see silver peeking through so I think it is white metal/pot metal/zinc alloy and not brass.

Thank you my eyes aren't as good as they used to be.  It's very shiny on the bottom with a brass like appearance that is why I thought brass.
