This appears to be a what they call a "wine taster".  Typically made of silver or silverplate, however, your piece appears to be pewter?

I'm with KC's bingo ... it is a sommalier's 'tool' , sometimes worn on a chain / lanyard (@ least they used to) .

Good call, KC!  I agree that it's a wine taster and doesn't appear to be silver, looks to be pewter or other mixed alloy.  Tried some keywords like fleur de lis, crest, and shield but didn't come up with anything.  Charming piece, though.

Tested for silver came back negative, but I looked into it and they were very popular from 1900-1950 France. I still cant figure out the co.

Just can't find a mark with a crown over a Fleur di lis like this.  Could be French, British, Scottish, etc....

I hate to disagree with everyone, but I think it's a porringer.  I've never seen a pewter wine taster, they have always been silver, either plate or sterling.

I tried to find the identical mark and had no luck. The closest one was Scottish, I think. But it wasn't close enough.    ;)
I'll keep looking.

I think your piece may be an older one and the crown over Fleur di mark is actually a quality mark & not a makers mark.

mfrog, I also thought it could be a porringer but have never seen dimensions on the item....and from first observations am more inclined with the wine.  FYI...just google pewter wine taster and you will find they have been around for a long time!
