Title: Tooled leather artwork

Hello,
I just purchased a tooled leather artwork at auction. The back states that it is originally from Sungott Art Studios, NY. It is a framed piece of art depicting a regally attired man with 1607 inscribed below - I will try to attach a photo.

Does anyone know about the studio and or who is represented in the artwork?  Thank you for your time!

Are there initials in the center bottom of the piece ?? Looks French but couldn`t find a French ruler of that time period that looked similar,, so will check a few different areas !!
